Africa - ASECNA S.A.A.P.I. Project

CONTEXT OF THE PROJECT




The ASECNA (Agence pour la Sécurité de la Navigation Aérienne en Afrique et Madagascar) is a public organization dedicated to the cooperative management and the safety of African air spaces.

The organization counts 18 members: 17 African countries (Bénin, Burkina, Cameroun, Congo, Côte d'Ivoire, Gabon, Guinée, Bisseau, Guinée Equatoriale, Madagascar, Mali, Mauritanie, Niger, Sénégal, Tchad, Togo, Union des Comores) and France.




At the end of 2014, the ASECNA launched a call to tender in order to acquire an automatic solution for immediate forecasting (Système Automatique d'Aide à la Prévision Immédiate - SAAPI) to be implemented in 32 sites (main and secondary airports, as well as ASECNA's headquarters in Dakar - Sénégal and EAMAC school in Niamey - Niger).

MFI'S MISSION



MFI intervenes on the SAAPI Project as a turnkey integrator and is in charge of:

- Providing a technical solution
that will allow aviation forecasting & nowcasting, TAF production & control and pilot briefing. MFI's solution is fully web-based and relies on the following components: SYNERGIE-WEB, TRANSMET-WEB, AEROMETWEB and Archipel.

- Ensuring the management of the project and the coordination of all operations given that the project concerns 32 sites, spread out in 17 countries over Africa.

- Providing all necessary support services, including an ambitious transfer of knowledge program with over 150 ASECNA's agents trained in the frame of the SAAPI Project.

BENEFITS OF THE PROJECT



The SAAPI Project is meant to improve air traffic in Africa thanks to better assistance in terms of aeronautical meteorology.

The solution provided by MFI relies on systems initially developed by Météo-France (French National Meteorological Service) thereby ensuring the perfect match between the functionalities of the systems and the expectations of the operating staff.

The 100% web architecture will allow an easy implementation, as well as an easy maintenance. The access through a simple Internet connection (regulated by a strict user right policy) lightens the needs in terms of dedicated hardware and facilitates all tasks related to system administration.
